Community Development Block Grant (CDBG) Funding Applications - NOW AVAILABLE!
Applications are now available to those interested in applying to the City of Saratoga Springs for Community Development Block Grant (CDBG) Entitlement Funds for the 2010 Program Year (July 2010-June 2011).

These funds are designed to assist activities that address community development needs as prioritized in the City's Consolidated Plan, and that benefit persons of low and moderate income persons. Elidible activities may include job creation; affordable housing acquisition, construction and rehabilitation; infrastructure improvements; and other federally eligible activities.

The 2010 Entitlement grant from the U.S. Dept. of Housing and urban Development is expected to be approximately $300,000. Completed applications (1 hard copy, and 1 digital version in .pdf format) will be due in the Office of Community Development, City Hall - 474 Broadway, Saratoga Springs 12866 by 4;30 PM on Friday, January 29, 2010.

Background

The Saratoga Springs Office of Community Development works to advance the City Council's goals of increasing access to affordable housing, improving the living environment, and expanding economic opportunities for persons of low and moderate income.

The Office of Community Development was created in 1975 to implement City programs funded by the U.S. Department of Housing and Urban Development. Since qualifying for "Entitlement Grant" funds in 1994, the City has utilized these dollars to develop affordable housing, establish residential rehabilitation grant and loan programs, provide funding for public improvement projects in low and moderate income areas of the City, and support a host of legal, education and outreach programs for low and moderate income residents.

2005 Consolidated Plan & annual Action PlansThe 2005 Consolidated Plan is a multi-year planning document that identifies the City's housing and non-housing community development priorities and establishes a coordinated plan for annual Entitlement Action Plan funding to achieve program objectives.

For each program year, the City seeks community input, solicits proposals and receives recommendations from the Community Development Citizen Advisory Committee on activities to further address the City's priorities. Once approved by the 5-member City Council, this Action Plan is submitted to HUD for approval.

Residential Rehabilitation Revolving Loan Program Low interest (0-3%) loans available to income eligible homeowners to improve the safety, energy efficiency and general living conditions of their homes. Below market rate (3% below prime) loans available to rental property owners with income eligible tenants to improve the safety, energy efficiency and general living conditions of properties.

Economic Development Revolving Loan ProgramLow interest loans and/or loan guarantees for resident businesses to stimulate job creation and economic stability for low and moderate income persons. See "Low-Interest Business Loans".
