City Hall Hours

For those licenses that require insurance, please be advised that the worker’s compensation form (Form #C-105.2) and the NYS Disability form (Form # DB-120.1) are not available from the City’s web site. These forms are available from your insurance carrier.

Certificates of Residency:
If you are a resident of the City of Saratoga Springs and have resided at the same address in the City for at least one continuous year, you may obtain a Certificate of Residency at the City Clerk’s Office. You will need to bring the following information with you:

• A document dated one year ago that has your name and address on it (i.e. mail, a bill, prescription bottle, a magazine, your driver’s license, a lease agreement, a bank statement, or a paystub).
• A document dated within the past 30 days that has your name and address on it (i.e. mail, a bill, prescription bottle, a magazine, your driver’s license, a lease agreement, a bank statement, or a paystub).
• Photo identification
• Application (supplied by your college or also available in the City Clerk’s Office).

If you have not resided in the City of Saratoga Springs or have not resided at the same address in the City for one continuous year, you must go to the Saratoga County Treasurer’s Office located in Ballston Spa to obtain your Certificate of Residency.

The City Clerk’s Office is only allowed to issue a Certificate of Residency within the date range set by the Saratoga County Treasurer’s Office. Please check your college’s deadline date to determine if you are eligible to obtain a Certificate of Residency from the City of Saratoga Springs or if you must obtain it from the Saratoga County Treasurer’s Office.

Elections:
Primary elections are usually held yearly in September at 25 polling places in the City of Saratoga Springs. Hours for primaries are 12:00 p.m. to 9:00 p.m.

The general election is held annually the first Tuesday of November. Hours are 6:00 a.m. to 9:00 p.m.

Marriage License:
If you are over the age of 18, both individuals must be present. You are required to show your driver’s license, birth certificate, a certified copy of divorce papers or death certificate (if applicable), and know your social security number. There is a 24 hour waiting period once the license is purchased and is only valid in New York State for 60 days. The license fee is $40.00 (cash, check, or money order made payable to the City Clerk).

Marriage Certificates:
A person may obtain a copy of their marriage certificate if they purchased their marriage license in the City of Saratoga Springs. All other marriage certificates may be obtained from the city/town/village clerk where the couple purchased their marriage license. Birth Certificates:
A birth certificate for an individual born in the City of Saratoga Springs may be obtained in person or by mailing your request to the City Clerk’s Office in City Hall. The application for a copy of a birth certificate can be found under Forms & Permits.

A copy of a birth certificate for an individual not born in the City of Saratoga Springs may be obtained from the city/town/village clerk where the individual was born. If you are not able to determine where the individual was born, a copy may be requested from the New York State Department of Health.

Death Certificates:
A death certificate for an individual who died in the City of Saratoga Springs may be obtained in person or by mailing your request to the City Clerk’s Office in City Hall. The application for a copy of a death certificate can be found under Forms & Permits.

A copy of a death certificate for an individual who did not die in the City of Saratoga Springs may be obtained from the city/town/village clerk where the individual died. If you are not able to determine where the individual died, a copy may be requested from the New York State Department of Health.
