What is a Charter?
It is the basic documentation that defines the organization, powers, functions and essential procedures of the city government.  It is comparable to the State Constitution and to the Constitution of the United States.  The charter is, therefore, the most important single law of any city.

The Commission
The charge of this commission is to, in accordance with section 36 of the Municipal Home Rule Law, review the current city charter, propose such revisions or amendments as the Commission may deem appropriate, make a report to the public, and submit any such revisions or amendments to the electors of the city at a public referendum.
